Netconf calls for Openroadm devices

Junipers ACX6160-T is a pure L1 transponder supporting multi 100G connections over CFP2DCO and QSFP28s. The configuration follows openroadm model and the expectation is the openroadm controller would be programming the transponder over Netconf
